Adding yet another layer of management for profit increases costs, decreases results or both.
After all this management, collection, disbursement and pork barreling are traits of the existing for profit municipal corporations.

Outside cities the percentage of road property that have been purchased from the private or trust owners Most government road maintenance is on privately owned property where right of way has been established over as much as two and a half centuries. That right of way is maintained, named and expanded gradually by trespass when the owners do not make their objections known annually. Unlike the voluntary partnership of the petroleum industry and transport industry to gift municipal corporations with fuel fees (deceptively called road tax) replacing the voluntary maintenance of roads by the private owners and users.
