The Great Plague of London (1665-1666) qualifies.

“By September, the death toll had hit 7,000 a week. The Lord Mayor ordered London’s cats and dogs to be exterminated as a misguided precaution against the spread of the disease: ‘they talked of forty thousand dogs, and five times as many cats; few houses being without a cat’. Free from predators, the toxic rat population boomed.”
